COMPOSITION OF PHILRATINGS' RATING COMMITTEE (RC)

The RC is a group within PhilRatings which is tasked to assign issue and issuer credit ratings to accounts which are evaluated by the company.

The RC, at any time, will be composed of the following voting members:
1. The President who also acts as Chairperson of the RC.
2. All full-time analysts of PhilRatings who have been with the company for at least one year.

RATING COMMITTEE VOTING MEMBERS

The names and qualifications of PhilRatings’ RC members are shown below:

Ms. Angelica B. Viloria
President and Chairperson, Rating Committee

Ms. Viloria has more than 31 years of credit rating experience, having started as a Senior Analyst handling manufacturing and property development accounts. Prior to joining PhilRatings, she was an Assistant Professor at the College of Business Administration at U.P. Diliman, handling Quantitative Analysis, Marketing, and Management courses. She is a Bachelor of Science in Economics (magna cum laude) and a Master of Business Administration graduate, also from U.P.

Ms. Lourdes B. Tabarina
Vice President and Head – Credit Rating, Financial Institutions

Ms. Tabarina has more than 29 years of credit rating experience, having started as an Analyst handling banks and other financial institutions. She has a Masters in Business Administration degree from the Colegio de San Juan de Letran and is a Bachelor of Science in Banking and Finance graduate (magna cum laude) from the Polytechnic University of the Philippines. Ms. Tabarina also has six years of work experience in the area of investments, having worked previously as an Investment Assistant at Manulife Financial and as a Portfolio Manager at Westmont Bank.

Mr. Bertrand Gil C. Indiongco
Vice President and Head – Credit Rating, Corporates & Structured Finance

Mr. Indiongco has more than 15 years of credit rating experience, having started as an Analyst handling corporate accounts. He is a Bachelor of Arts in Management Economics graduate from the Ateneo de Manila University. Mr. Indiongco has passed the Chartered Financial Analyst (CFA) Level 1 exam.

In his capacity as an officer of PhilRatings, Mr. Indiongco also conducts training on credit rating-related topics for various institutions and audiences.

Ms. Ann Louise E. Casabuena
Senior Manager, Corporates; RC member

Ms. Casabuena has more than seven years of credit rating experience. She is a Bachelor of Science in Business Administration Major in Financial Management graduate (cum laude) from the University of Santo Tomas. Ms. Casabuena also has four years of work experience in the banking sector, having worked previously as an Operational Analyst for Deutsche Bank AG.

Ms. Patrisha Mae P. Concepcion
Senior Manager, Financial Institutions; RC member

Ms. Concepcion has almost seven years of credit rating experience. She has a Master of Applied Mathematics, Major in Mathematical Finance from the Ateneo de Manila University. She also finished her Bachelor of Science in Applied Mathematics with Specialization in Mathematical Finance from the same university where she enjoyed a full scholarship.

Ms. Aline Lei A. Abon
Senior Manager, Structured Finance; RC Member

Ms. Abon has almost six years of credit rating experience. She has a Master of Applied Mathematics, Major in Mathematical Finance from the Ateneo de Manila University. She also finished her Bachelor of Science in Applied Mathematics with Specialization in Mathematical Finance from the same university where she enjoyed a scholarship. She also graduated from the Main Campus of Philippine Science High School with High Honors.

Ms. Joan Grace P. Bual
Senior Analyst; RC Member

Ms. Bual has almost six years of credit rating experience. She is a Certified Public Accountant and graduated from Xavier University – Ateneo de Cagayan, with a degree of Bachelor of Science in Accountancy in 2014. She worked with Deutsche Bank AG Manila as a Senior Fund Accountant for more than three years.

Ms. Fatima Elaine R. Magpantay-Pascual
Senior Analyst; RC Member

Ms. Magpantay-Pascual has more than two years of credit rating experience. She graduated with a degree of Business Administration Major in Financial Management from the University of Santo Tomas. She has nine years of work experience in the financial services industry and has worked with three different companies. She is a Master of Science in Finance graduate from the University of the Philippines.

Mr. Vince Allen F. Encina
Analyst II; RC Member

Mr. Encina has one year of credit rating experience, having joined PhilRatings as an Analyst II in March 2024. He has a Bachelor of Science in Business Administration, Major in Economics with Specialization Track in Business Analytics degree from De La Salle University Dasmarinas. Prior to joining PhilRatings, he was with Philippine Bank of Communications (PBCom) as a Relationship Associate and then as an Assistant Manager. He stayed with PBCom for four years. During his stint with PBCom, Mr. Encina conducted credit reviews and managed client relationships for the Corporate and Commercial Banking group, including SME accounts.
